About LP Public Services

Our Role

The Local Partnerships Public Services (LP PS) team works across all of the public sectors, playing a central role in making the public services industry in the UK thrive.

We aim to be at the forefront of market creation and market shaping activity in public services by:

  • Equipping commissioners with the right capabilities so that they can be active in putting in place the pieces for a well-functioning market;
  • Working with state enterprises to enable them to become vibrant, long-term suppliers, whether they remain in the public sector or transition into other institutional forms such as social enterprises; and
  • Creating and investing our capital at risk in delivery vehicles.
We foster shared learning across Government and public sector organisations to address the many challenges that are common across the different areas.



Our Focus

The work of the Local Partnerships Public Services (LP PS) team is focused in three areas:

  • Policy Advice – we work with policy makers as an important source of policy and strategic advice in areas of market building and shaping of public services.
  • Programmes and Projects – we work alongside public bodies, at the ground level, as they build or re-shape existing public services markets by creating skilled buyers and effective suppliers.
  • Investment and Delivery – we are actively involved in the design, creation of and where appropriate, investment in new types of delivery bodies, to promote a step-change in the way public services are delivered.

We are committed to improving the business of public services by using our commercial expertise and in-depth public sector experience.



Our Approach

The LP PS team combines support and advice at policy level with hands-on programme and project management design and delivery at a local level.

Through our insight and expertise into the conditions that need to be in place for markets to work well, we help public bodies to implement new policies on the ground.

We work alongside our clients, acting as a ‘critical friend’. We create frameworks within which they are able to make systematic and long-term changes and most importantly are able to retain ownership of the decision making process.



Working with the PS Team

LP has in place a number of Framework Agreements with Government Departments. These are arrangements that enable Departments, or related public sector agencies and bodies, to commission work from LP without being required to carry out further procurement and competition processes.

LP is itself a Contracting Authority and if required, procures third-party advisory support through EU compliant open competition.
