The Department of Health has published guidance for system managers, commissioners and providers
On 13 December 2007, the Department of Health published the principles and rules for cooperation and competition in Annex D of the NHS Operating Framework 2008 - 2009. The guidance is for system managers, commissioners and providers on the expected behaviour and rules governing cooperation and competition in the provision of NHS services.
